- Mackerel170 g
- Shallot14 g
- Dill4 g
- Lime9 ml
- Sugar4.8 g
- Water9 ml

Drain the canned mackerel well and flake it into a bowl.

Finely chop the shallot, garlic, green onion, and dill. Add them to the mackerel along with 5ml fish sauce, 0.5g black pepper, and rice flour. Mix well to form a cohesive mixture.

Heat cooking oil in a non-stick pan over medium heat. Form the mackerel mixture into small patties (about 2-3 patties) and pan-fry for 3-4 minutes per side, until golden brown and cooked through.

While patties cook, prepare the Nuoc Cham: In a small bowl, combine 4ml fish sauce, lime juice, sugar, and water. Stir until sugar dissolves. Add finely minced chili and remaining 0.5g black pepper.
